Hope this helps. It could pay to check with Dell. I couldnt get past the login screen because the keyboard and mouse were both non-responsive. By setting that to "NO", the BIOS will initialize all of the hardware and enable it.
I just replaced it and gave it to my daughter...runs like a charm now. I know I have issues with some Dell computers recognizing a dell branded USB mouse without installing a driver in Windows. Thanks in adavance! You should be able to plug in a USB flash drive and see if it is detected properly for confirmation that the USB ports are working. Plug the power cord back in and boot the computer. When I power it off with the usb devices plugged in, it will not reboot, Stupid of Dell to create such a system.
